Over the weekend, dozens of artists, both local and non-local, came to the Biggest Little City to perform in a crawl-style music extravaganza called the Off Beat Arts & Music Festival. Here are a few highlights from one of the busy venues: Cargo Concert Hall at Whitney Peak Hotel in downtown Reno.
