Child abuse laws are far from perfect. Sometimes someone who is being abused doesn't have marks like bruises that others can see, and other times good parents are targeted over a simple accident. Nevertheless, they serve a valuable purpose. This week Cheryl talks about the difference between punishment, discipline, and abuse.
