UPDATE: SUNDAY 1/23/11 8:30AM: The missing boy was found and safely returned to protective custody, according to police. Police found him with his mother in the Sun Valley area. The mother was arrested on the scene. SATURDAY 1/22/11 8:30PM: Police say a 9-year-old boy was kidnapped by his biological mother from a Reno shelter for abused and neglected children. The boy, 9-year-old Dominic Emerson, was taken from Kids Kottage, a shelter owned by Washoe County's Department of Social Services around 4 pm Saturday. Police are looking for his biological mother, Stacy Leann Small (Emerson). She's believed to be driving a 1995 black Jeep Cherokee with Nevada license plates 435WAN. It was last seen on I-80 westbound passing Wells Ave. She's 36 years old, stands 5'10, has brown hair, blue eyes, is heavy set with a scar on her thigh and has tattoos on her wrist and a rose tattoo on her back. She is believed to be wearing a black sweater. 9-year-old Dominic is 4'10, 70 pounds, with short brown curly hair, brown eyes and was last seen wearing a black T-shirt. Police urge anybody who sees the child or vehicle, or who may have more information, to call 911 or RPD Detectives at (775) 334-2121.
