Widespread Flooding In Northern Nevada

2 PM Friday update:

City of Reno:

Emergency crews have rescued three people from flood waters near the Truckee River in Reno as a winter storm continues to dump rain and snow along the Sierra's eastern front.

Two reporters from Reno's KOLO-TV called 911 this/Friday morning when they heard a man shouting for help while holding onto a shed in a pasture on the east edge of Reno.

Rescue workers loaded the man and two others into boats and took one to a local hospital for treatment of possible hypothermia.

A winter storm warning remains in effect into Saturday at Lake Tahoe, where nearly 3 feet of snow fell in the upper elevations overnight.

A flood warning continues for most of western Nevada through tonight/Friday night, and through the weekend in northeast Nevada.

All schools are closed today/Friday in Washoe and Douglas counties.

Douglas County:

Emergency crews in Douglas County have rescued 10 people stranded by high waters near the Carson River south of Carson City.

A spokeswoman with the Douglas County Sheriff's office says they used an armored vehicle assigned to the SWAT team shortly before noon today/Friday to pick up the group that included several children.

She says a family called the dispatch center because they didn't want to cross a large stretch of moving water near U-S Highway 395 north of Minden.

The highway has been closed in both directions because of flooding.

An emergency shelter was set up at a community center in Gardnerville after voluntary evacuations at two local mobile home parks at about three o'clock this morning.

Carson City:

Carson City Emergency Operations Center is open. Kings Canyon Road west of the Longview intersection is now open. Water and debris continue to cover the roadway, please use caution if driving on the road.

According to the National Weather Service, there is a chance for possible light snow dusting onto the valley floor later this evening. Carson River has crested and is in the moderate flood stage, which is below the recent January storm. Small creeks and streams are very full and remain at risk with minor flooding issues. 

A Flood Hotline has been designated for flood related reporting and questions, which are not life-threatening. The number is (775) 887-2355 and officials ask the public to use this number instead of 9-1-1 for non-emergency flood calls. This number will be staffed all day today. Please be watchful of City crews working as they continue to mitigate and assess storm damage.

The following roads are closed:

* Curry Street is closed from Rhodes Street to 10th Street

* A 100 foot section of Combs Canyon Road that is 1/8 of a mile south of the Lakeview. Travel is reduced to one lane, please use caution and yield to oncoming traffic. Residents are advised to use the Highway 395 egress/ingress for the Lakeview subdivision

* Musser Street between Mountain Street and Iris Street is closed due to a fallen tree.

* Center Drive between Clear Creek Avenue and Topsy Lane

* Cradlebaugh Bridge on Highway 395 is open with one southbound lane and one northbound lane in each direction.

Lake Tahoe:

Authorities at Lake Tahoe are urging residents of a neighborhood on the lake's north shore to stay inside their homes because of the threat of avalanches.

The North Lake Tahoe Fire Protection District issued an avalanche alert Friday for a subdivision in Crystal Bay, Nevada on the California line.

The Sierra Avalanche Center rates the avalanche hazard there as "considerable."

It says avalanches are likely because of gale force winds and heavy snow.

Nearly three feet of snow has fallen in the last 24 hours in the mountains above Lake Tahoe.

The fire district says Crystal Bay residents east of Tuscarora Road should avoid outdoor activity and shelter in place until further notice.

Elko:

Nevada's state water engineer says an earthen dam that burst near the Utah line passed an inspection last summer.

Jason King, state engineer for Nevada's Water Resources Division, says the dam used to hold water for rural irrigation in Elko County received a "fair" rating in June on a scale of "poor, fair and satisfactory."

He says inspectors recommended some improvements, including the removal of deep-rooted vegetation and the monitoring of areas where seepage occurs.

But he says there were "no issues identified as needing immediate attention."

Twenty-one Mile Dam broke near Montello, Nevada on Wednesday causing extensive flooding in the eastern rural part of the state.

Susanville:

California officials say water could pour over an emergency spillway at Lake Oroville for the first time ever.

It's a last-ditch alternative that they were hoping to avoid.

The California Department of Water Resources says the reservoir's emergency spillway likely will be used, perhaps, as soon as early Saturday to relieve pressure on the dam that already has suffered extensive damages during this week's series of storms. 

Lake Oroville is located outside of Susanville and the Feather River where water has breached the banks causing flooding around Susanville and The Honey Valley this week.   

The Susan River also has been flooding this week sending flood waters into areas surrounding Susanville.

Washoe County:

Washoe County Schools are closed Friday due to weather.

Douglas County:

The Flood Warning continues for the Carson River near Carson City, through Saturday afternoon.The highest risk of flooding is in urban areas and along creeks and streams leading out of the Carson Range.Residents should see travel impacts and flooding in the lower parts of Genoa and the Carson Valley. 

Water is moving onto Highway 395 with closure is expected at Cradlebaugh bridge due to flooding by the morning commute. An alternate route to North Bound Highway 395 can be Fairview to Foothill to Jacks Valley Road. We are urging residents to take precaution and allow for extra travel time. Check road conditions often, as conditions can change.

Voluntary evacuations of the Aspen Mobile Home Park and Kingslane Mobile Home Park occurred late Thursday. The Community and Senior Center has been set up as a shelter and is taking evacuees and their pets.

Douglas County is encouraging residents to utilize the Douglas County Flood Hotline to assist them in obtaining non-emergency information related to current flooding in Douglas County. The hotline is in operation and staffed by DC Sheriff’s Office Citizen Patrol and will be open at 7 a.m. Friday morning.

Response priorities for County Road Crews include life safety, preventing damage to homes, maintaining emergency access to property, and providing for safe travel on County roads.

Carson City:

Major flooding is forecast for the Carson River Near Carson City affecting Carson City, along with Churchill, Douglas and Lyon Counties.

At  4:15 AM Friday the river was at 9.2 feet and flood stage is 10.0 feet. It is forecast to be above flood stage by late Friday morning and continue to rise to near 11.2 feet by early Saturday morning. Theriver will fall below flood stage by Saturday afternoon.

Many roads, highways, homes  and structures flooded from Genoa to Fort Churchill,including Carson City, Stewart, Empire and Dayton. 

Transportation is becoming difficult, and US Hwy 395 is closed.  Massive bank erosion is possible with the capability of washing away buildings, roads, heavymachinery. Check www.carson.org/flood. 

City of Sparks:

The National Weather Service is projecting the Truckee River will continue to rise causing on-going flooding to the Sparks industrial area.

As a result, the City has closed several roads in the area:

Kleppe Lane at Meredith Way

Kleppe Lane at E. Greg Street

Greg Street at Industrial Way

Marietta Way at Freeport Boulevard

Southern Way at Freeport Boulevard

Linda Way at Freeport Boulevard

Coney Island Drive at S. Stanford Way

Clean Water Way at S. McCarran Boulevard

Some barricades are staffed with Sparks Police Officers.  The City is reminding citizens to be respectful and not go around or bypass the police or road barricades.  It is unlawful to bypass road barricades, and unsafe.

Additionally, two sandbag stations the city established last night are no longer accessible.

Washoe County School District schools are all on a 2-hour delay Friday morning.

If you are experiencing a power outage call NVEnergy at 775-834-4444.

The City of Sparks is asking the public to stay clear of the Truckee River until high and swift water levels recede.  This includes City parks and paths. Community members can also help reduce the threat of flooding by keeping street gutters and storm drains free of debris, ice, and snow so storm water can easily access the storm drainage systems. To report major street flooding, contact the Sparks Police dispatch at (775) 353-2231. The City has also established a flood preparedness hotline for general information at 775-353-5555 for the next 24-hours.

City of Reno crews are on standby and are monitoring creeks and drainage areas for flooding. The city continues to have sandbag locations open 24 hours at: Old Moana Swimming Pool location at 240 W. Moana Ln. and Idlewild Park, Nevada Peace Officers Memorial at 2055 Idlewild Dr.

Residents in unincorporated Washoe County who are experiencing flooding should call 775-328-2180 and you can find sandbag locations and hours of operation at washoecounty.us.

Lyon County officials are urging the public to keep all flood mitigation efforts in place.

Douglas County is encouraging residents to utilize the Douglas County Flood Hotline to assist them in obtaining non-emergency information related to current flooding in Douglas County.
